Our History

Officially formed in early 2022, the End OSEAC Coalition is the result of a series of community discussions aimed at building a unified movement among civil society to address the growing threat of online sexual exploitation and abuse of children (OSEAC). During these discussions, attendees identified the need for an advocacy coalition that would amplify the experts on this issue and push the U.S. government to act to protect children’s safety online. As a result, the End OSEAC Coalition was established.

Our Purpose

To elevate and improve the U.S. government’s policies and programs, both domestically and internationally focused, related to OSEAC.

Our Objectives

To galvanize champions, political will and leadership within the U.S. Congress and U.S. administration to prioritize the prevention of and response to OSEAC.

To pass legislation and support government programs that address identified gaps and weaknesses within the U.S.’s current legal framework and government-led initiatives related to preventing and responding to OSEAC.

To support greater coordination within and between U.S. government agencies, both domestically and internationally focused, on efforts to prevent and respond to OSEAC.

To increase U.S. budgetary allocations to government-led programs that support prevention of and response to OSEAC.


The Survivor's Council

The End OSEAC Survivors’ Council contributes critical insights and solutions to Coalition policies and strategies to ensure that all actions are informed by those with firsthand knowledge of the issue. The End OSEAC Coalition collaborates under a shared survivor-centered vision that aims to improve U.S. government policies and programs to better prevent and address OSEAC.  
 
The Survivors’ Council provides opportunities for individuals with lived experience of online sexual exploitation and abuse of children to shape the advocacy work of the End OSEAC Coalition. Through survivor expertise, the Council informs policy, drives advocacy campaigns, and develops survivor-led strategies that create safer online environments, influence decision-makers, and advance meaningful systemic change. 
 
The Survivors’ Council envisions a world where survivor perspectives guide advocacy, policy, and public action to prevent OSEAC. By elevating survivor leadership, fostering healing, and promoting restorative justice, the Council strives to ensure online spaces are safer, survivors’ voices are central to change, and advocacy efforts are led by those with lived experience.
