100+ Organizations Urge Congress to Pass the STOP CSAM Act

WASHINGTON, D.C., May 21, 2026 – We are encouraged to see growing attention to the urgent need for stronger protections for children online. This morning, Punchbowl News highlighted the End OSEAC Coalition’s STOP CSAM sign-on letter, supported by more than 100 organizations across the United States.

The letter urges Congress to pass the Strengthening Transparency and Obligations to Protect Children Suffering from Abuse and Mistreatment (STOP CSAM) Act (S.1829 / H.R.3921). This legislation would strengthen CyberTipline reporting requirements and transparency reporting; hold online platforms accountable for the intentional, knowing, or reckless facilitation of the online sexual exploitation and abuse of children; and introduce new courtroom protections and restitution processes to better serve victims and survivors. Today, we are sharing the Coalition’s letter with Congressional offices as advocacy efforts continue to build momentum around the STOP CSAM Act.

Dear Members of Congress,

The End Online Sexual Exploitation and Abuse of Children (OSEAC) Coalition, a group of nearly 40 organizations representing children, families, trafficking and exploitation survivors, faith communities, law enforcement, and advocates across the country, as well as other supportive non-affiliated organizations from across the sector stand united in a message to you:

Immediately co-sponsor and pass the bipartisan STOP CSAM Act (S. 1829 / H.R. 3921).

The scale of the proliferation of child sexual abuse material (CSAM) is almost unimaginable. The CyberTipline, operated by the National Center for Missing & Exploited Children (NCMEC), has received more than 231 million reports of CSAM since its inception in 1998, and, in 2025 alone, NCMEC received over 21 million reports of suspected CSAM. Each of these reports represents a real child—someone’s son or daughter—whose abuse has been recorded and shared.

The STOP CSAM Act is comprehensive, common-sense legislation that would protect children from online sexual exploitation and abuse by streamlining platforms’ reporting process to NCMEC’s CyberTipline and law enforcement, requiring platforms to disclose their efforts to prevent and address these crimes in annual transparency reports, and allowing child sexual exploitation victims the ability to hold accountable tech companies that intentionally, knowingly, or recklessly facilitate their exploitation.

The unchecked spread of CSAM is the predictable result of a system that is not working, because online platforms are treated differently than any other industry. Under current law, an online platform is not held accountable to victims, even if the platform intentionally, knowingly, or recklessly hosts CSAM. Companies from toymakers to mattress manufacturers are liable when their products harm children. But existing law holds online platforms immune—even when they know their hosted content includes CSAM.

Recent lawsuits against major technology companies reflect growing public concern and represent meaningful steps toward accountability. Juries have begun to hold platforms accountable for harms related to addiction, product design, and consumer protection under state law. While recent verdicts are encouraging, these verdicts do not address the proliferation of CSAM online. They do not overcome immunity that platforms have been granted in ongoing CSAM cases. And they do not provide a pathway for survivors of online sexual exploitation to seek justice. Only Congress can address this.

Children and families cannot wait. Congress must act now. The STOP CSAM Act offers a clear, bipartisan path forward. It is grounded in four fundamental principles:

Accountability
The STOP CSAM Act ensures that survivors can seek justice when companies intentionally, knowingly, or recklessly enable or profit from child sexual exploitation.

Transparency
The STOP CSAM Act requires major technology companies to disclose what they are actually doing to prevent and combat child exploitation. Parents deserve more than assurances, they deserve facts.

Actionable Information for Law Enforcement
The STOP CSAM Act requires online platforms to include specific information in their CyberTipline reports, which will ultimately allow law enforcement to identify more victims and stop abuse faster.

Survivor Protection
The STOP CSAM Act introduces additional protections to ensure that survivors are protected from re-traumatization during the prosecution of their cases and able to more easily access the restitution they are entitled to receive.

Congress must act now. Give law enforcement the information they need to quickly identify victims. Give survivors their day in court. Give parents meaningful transparency. Co-sponsor the STOP CSAM Act and ensure it receives a vote on the floor of the House and Senate. Every day of delay leaves more children at risk.
